how to put designs on a bookmark using the computer?

if you check that website, the 1st bookmark you see is the one i want to make. but how do i make one similar to that? including the blurry effect.
i tried doing the bookmark size and words in microsoft word, but how do i make the blurry effect?
please help me!
or if not possible, kindly give me some cool and easy to make designs for bookmarks as I’ll be running as an officer in my school and need to give out designs that ages 12-17 will like.

well microsoft word is a ok program but i reccomend using adobe photoshop works alot better and its easy to figure out just make it there and print
